A Fill Foreman is responsible for supervising and overseeing the crew working at the landside fill location and refers to the written plans and specifications of the site making certain that the work is in compliance with contract specifications.  He/she supervises the activities of the Bulldozer and Wheel Loader Operators engaged in the process of setting and moving pipe;  moving earth, sand, gravel, clay, or mud; grading material being transported to the fill site to create fill for beaches, disposal islands and land being reclaimed; Flagman setting up fences or tape to isolate the construction area to insure the safety of the workers and local visitors to the beach area; and Shoremen walking the line to detect leaks and conduct minor repairs.  Occasionally, the Fill Foreman will operate a Bulldozer or Wheel Loader if necessary, and if trained to do so.
